Latvian Translation of EBLIDA Recommendations on Library Legislation and Policy in Europe Now Available

We are happy to announce the availability of the Latvian translation of the EBLIDA Recommendations on Library Legislation and Policy in Europe. This significant development comes after the approval by the Committee of Ministers of the Council of Europe of the CM/Rec(2023)3 Recommendation on Library Legislation and Policy in Europe.

Back in 2000, the Council of Europe Steering Committee for Culture, Heritage, and Landscape (CDCPP), in collaboration with the European Bureau of Library, Information, and Documentation Associations (EBLIDA), crafted the Council of Europe/EBLIDA Guidelines on Library Legislation and Policy in Europe. These guidelines have played an important role in influencing policies and inspiring library-related legislation across Council of Europe member states over the years.

In 2020, the EBLIDA Working Group LIBLEG initiated the revision of these guidelines. The proposed text was sent to the Council of Europe, suggesting an elevation of the status of the guidelines to that of a Recommendation of the Committee of Ministers. A collaborative effort between the Council of Europe and EBLIDA resulted in the finalization of the document, which was presented to the CDCPP in November 2022. Approximately 15 member states contributed valuable insights through their comments.

On the 5th of April 2023, a historic moment occurred as the Committee of Ministers of the Council of Europe officially approved the CM/Rec(2023)3 Recommendation on Library Legislation and Policy in Europe. This recommendation serves as a comprehensive guide for member states to formulate and enhance library legislation and policies.

The National Library of Latvia, recognizing the importance of this recommendation, took the initiative to prepare the Latvian translation. This translation ensures that the insights and principles outlined in the document are accessible to Latvian-speaking audiences, contributing to the continued development of library practices and policies in Latvia.

Librarians, policymakers, and enthusiasts in Latvia now have a resource at their disposal to further promote and shape the landscape of library legislation in alignment with the CM/Rec(2023)3 Recommendation on Library Legislation and Policy in Europe. The National Library of Latvia encourages stakeholders to explore and utilize this translation, fostering a collaborative and informed approach to library development in the region.

EBLIDA expresses sincere gratitude for the translation and for the collaborative efforts that have led to the approval of this crucial recommendation. The organization acknowledges the dedication and contributions of all involved parties, recognizing the collective impact on the development of library practices across Europe.
