E-PANEMA (Eblida PArtNErship MAtching tool) is:

  • a DISCOVERY tool – library planning conform to European programmes and SDGs;
  • a COMMUNITY tool – facilitates partnerships for library projects funded by European programmes.

How does it work?
Please use E-PANEMA to:

  • Navigate through SDG-oriented, EU-funded European programmes to be INFORMED about pioneering changes in libraries and library orientation;
  • Get INSPIRATION for projects you would like to file withing EU programmes;
  • Be FACILITATED in your search for partnerships within European programmes and in planning the developments of your library.

Why do I need E-PANEMA?
When filing an application for a EU programme, you want to know: 

  • Whether other libraries in Europe have already implemented your ideas in library policy and planning;
  • Because, if I am filing an application, very likely I need to consolidate my project proposal with partnerships or examples and models.

Strengthening families by means of libraries’ cooperation as contribution to socio-economic growth in Ludza municipality, Rokiškis district and Jēkabpils City

The objective of the project is to facilitate socio-economic activity of residents of Ludza (Latvia), Rokiškis (Lithuania) and Jēkabpils (Latvia) municipalities thus contributing to the improvement of living conditions in the border region of Latvia and Lithuania – in 3 deprived municipalities, which are remote from large development centres, with low birth and high death rates and low level of income.

Business analysis and service design of library services

Estonian libraries (~830 in total) currently rely on three different library systems (ILS) and three different user services portals. All these systems differ by their user experience, service provision, and their functionalities that support the day-to-day work of libraries. The aim is to replace by the year 2026 three user services portals with a single portal and improve the ability of libraries to offer digital services

Lending of e-publications

The national service for the lending of e-publications covers e-books, e-newspapers, e-magazines, and audiobooks. The service can be used free of charge by all people with an Estonian personal identification code, both from a web browser and conveniently from a smart device. In addition, a separate mobile application is being developed, which allows e-publications to be used even without the internet connection.

Wikimedian in Residence and Wikipedia LGBTQI project

Region Sörmland has worked with Wikipedia as a tool for creating and sharing knowledge to support the SDGs. Together with the museum of Sörmland the regional library services hired a Wikimedian in Residence. The purpose of this project was to develop how the library services and the regional museum could work together to share their collections and knowledge to free and open repositories such as Wikipedia. In the same vein, Region Sörmland has run a project to improve Swedish language Wikipedia from an LGBTQI perspective by increasing the amount of articles, data, and media resources relating to the topic.

Toolkits for sustainable development events in local libraries

In the BibBl.a project the library development services of Region Jämtland Härjedalen have developed thematic toolkits (one handicraft toolkit, one digital toolkit, one book talk tool kit) which serve as content for local library workshops focused on citizens sharing knowledge, trying out new things, and talking about sustainability from their various points of view.

Library’s Digital Centre closes the digital gap for elderly citizens

Within Helsingborg, a city in the south west of Sweden, the Helsingborg Public Library is working intensively to bridge the digital divide among its 150,000 inhabitants. The library provides access to digital information and technology on site, as well as supervision and training by the library staff.
